New Jersey joins an increasing number of states and municipalities across the United States in establishing benchmarking programs to measure the energy and water performance of buildings, via the Clean Energy Act. Under this law, the owner or operator of a commercial building larger than 25,000 square feet must track and report energy and water usage by using the US Environmental Protection Agency’s Energy Star Portfolio Manager tool.
Veolia Water New Jersey can assist owners by providing aggregated data using the 4/50 rule.
4/50 Rule
TENANT | 4/50 RULE | AGGREGATED DATA USE FORM REQUIRED? | TENANT CONSENT FORM REQUIRED? |
OWNER IS TENANT/ACCOUNT HOLDER | N/A | NO | NO |
1-3 TENANTS | LESS THAN 4 TENANTS | YES | YES |
4 OR MORE TENANTS | NO SINGLE TENANT EXCEEDS 50% OF TOTAL USAGE | YES | NO |
4 OR MORE TENANTS | 1 TENANT EXCEEDS 50% OF TOTAL USAGE | YES | YES |
Requestors acting on the owner's behalf will be required to complete the Aggregated Data Terms of Use Form.
Veolia Water New Jersey will review each account and confirm usage to determine if further information is needed.
Veolia Aggregated data will be provided as a spreadsheet compatible with uploading to the Energy Star Portfolio Manager.
